If the allegations are true, how did the Lewes pediatrician manage to get so many of his young patients into a room alone, without the parent or caregiver who brought each child to Bradley's office?
Deleware Dad has given us an update on the Dr. Earl Bradley case! Unbelievable News from the Defense... WOW!
ARG! I HAVE TO SOUND OFF ABOUT THIS Dr. Evil Bradley... And the officials and administrators at every level in this case - they amaze me! OF COURSE THEY SUSPENDED HIS LICENSE! NOW!!!!! The investigators in this case may have been what all of us think is "slow" in arresting this guy, they had to have evidence that would stand up in court. IMO, the Medical Board is putting on a dog and pony show for the paying public - and it stinks to high heaven! People want to blame someone, anyone, they will blame the parents, they blame law enforcement, they blame the prosecutor's office, but in my mind, the Medical Board had an inkling about his past and did nothing, just like they do in every other state.
Bad doctors get by every day with criminal actions that any of us would just go straight to jail - or like in this case, BURN IN HELL - and they still get a cursory "wink and nod" Peer Review Board whenever any of them are in danger of being sued for malpractice in most states! And their fellow physicians are asked to be "paid experts" by INSURANCE COMPANIES to sit on a review board of some kind, they will NEVER GO ON RECORD AGAINST a fellow doctor - UNTIL SOMETHING LIKE THIS, and then they all want to lynch the perp themselves... JUST LIKE THIS BOARD.... They act like they took this HEROIC ACTION TO SAVE MORE VICTIMS FROM THIS MONSTER! And you know what happens when any group gets to police themselves. Um, Patients don't get Patient Peer Reviews! NO ONE CARES ABOUT THE REAL VICTIMS, EVER!
This is so awful for us because of the MAJOR RED FLAG that it happened to children in the past and officials in SOME capacity knew this or it would have been buried, too. I hate to talk about doctors in this way because most pick that profession because it IS helping others and they know they want to do this... And then there are those like this EFFED up Bradley character. He gives doctors a bad name, but no one who is in any position to actually DO anything about it ever does UNTIL THEY GET CAUGHT IN THE GLARING SPOTLIGHT like they did in this case. And the media wasn't much better. I swear, I have maybe 250 visitors in a day here - but my readers knew about Dr. Evil several DAYS before I heard anything about it on the national news - and now they play HLN every night and say all this is BREAKING NEWS! GMAB! I knew it WAY BEFORE and so did anyone who read it here or somewhere else, FIRST!
It took several days for the story to go "national" although we posted it the first night it was just a little blurb, I remember posting it that night and then watching for the outrage - and I could NOT understand where the ANGRY MOB of parents of patients and just all of human kind would hear about this and THEN they show shock and outrage at the horrible information they have heard about this doctor, I would bet my last nickel that there were people in administrative level position who were aware of him, and unless he KILLED someone - or, oh, I don't know, RAPED A HUNDRED KIDS OR SO - do they act like they give 2 shits about those BayBees... who did not get the Heebie Jeebies when they showed the video of JUST THE OUTSIDE OF THAT OFFICE! People in positions of trust who BETRAY that trust? Well, it is the OPPOSITE of the Oath that all physicians swear by. It is the ethical thing that makes them part of this exclusive sect of folks who must BE ethical to TREAT OTHER HUMAN BEINGS correctly when MONEY is on the line, or SICK SEXUAL DEVIATION is possible. We cannot ask if the doctor we see has ever been sued for malpractice because it is in a National Data Bank that they use to POLICE THEMSELVES supposedly because they say it is enough of a deterrent to malpractice that it keeps us safe and nothing could be further than the truth. I mean what good is this national registry IF THE PUBLIC HAS NO ACCESS TO THE INFORMATION!
The truth is that it is not even that big of a deal to be named to this list because, well, WE CAN'T ASK ABOUT IT OURSELVES unless we do it through a lawyer who has taken a case on Contingency and it has to be almost a sure slam dunk of a case that will win an award of at least 1M, and it usually includes DEATH or an OBVIOUS mistake, such as oh, IDK, cutting off the wrong limb, or taking out the right kidney - nothing lower than that even interests lawyers in taking a case!
And forget it if you aren't wealthy enough to PAY for a lawyer! Victims are sick or in some cases DEAD before a case ever sees a courtroom, and all sides play it to the hilt. They get paid for EVERY MINUTE, LITERALLY that they work defending their clients. They RARELY even have to go to COURT! And they are PROUD OF THIS! THIS IS VICTORY and MONEY in ALL of their pockets! The defense attorneys are appointed and paid for by the doctor's malpractice INSURANCE Company and have a built in lawyer in every case they are ever sued for, and the number of times they have a case filed or some other grievance is NEVER known! JESUS!!
I know it sounds like I am full of hot air to some, but someone I know and care a great deal about was gravely injured from medical malpractice and it killed him before he ever even got to his deposition stage. His case was almost 5 years long! I am sure Hippocrates is spinning in his grave RIGHT NOW over Mr. New Face of the Bogeyman!

Parents of accused Lewes doctor's patients demand answers at meeting (**NOTE** My Bold)
LEWES -- Tears flowed and voices were raised in anger and frustration Tuesday evening as worried parents and grandparents demanded answers about whether their children and grandchildren were the victims of a pediatrician who may have sexually abused more than 100 children over the last decade.
But concerned parents asked officials why Bradley was allowed to continue practicing during an investigation that began a year ago, and despite at least one complaint that was filed more than four years ago.
A woman who said she watched Bradley inappropriately touch her daughter in 1999 during a doctor's visit said she filed a report with state police at least four years ago after hearing of similar complaints from other parents.
"This could have been stopped years ago," said the woman, who asked that her name not be published to avoid identifying her daughter. The Associated Press does not identify possible victims of sexual abuse.
Other parents wondered why Bradley was allowed to keep practicing after police began investigating more recent complaints over the past year. They also complained that police were slow in responding to them.
"We want to know if our kids are on those videotapes," one mother declared, referring to videos described in court papers as recordings Dr. Earl Bradley made as he engaged in sex acts with victims as young as 3 months old in a basement and outbuilding at his BayBees Pediatrics office on Route 1.
State officials and victims' advocates tried to assuage their concerns and answer their questions, though were hampered by their inability to speak about the specifics of the ongoing investigation into Bradley's activities.
Bradley, 56, has been charged with raping nine girls, all patients, since April and is being held at the state's prison near Smyrna in lieu of $2.9 million cash bail.
Prosecutors have said there may be as many as 100 victims over the last decade, and are sorting through what they have described as a mountain of evidence to identify them.
The report of the crimes has devastated the historic community of Lewes, a sedate and picturesque resort town with a population of just over 3,000. Many in town have spoked of betrayal by the doctor who treated hundreds of children since 1995.
"I trusted that man," one woman said at the community meeting hosted by Beebe Medical Center. "We became friends with him."
Some people were in tears at the first of three planned community meetings organized by Beebe and a host of other organizations and agencies to provide support to victims and others affected by what they described as a tremendous betrayal of trust. About 50 people attended the forum, held at Beebe's Medical Arts Building off Route 24.
Other parents complained about a Delaware State Police voice mailbox filled to capacity, or a weeklong wait for anxious parents of a Bradley patient to hear back from detectives. Tissues were passed out to people in the crowd who were openly crying.

There is no way this story can be told in the media at this point... and this is the EXACT POINT where the people there need to know we in this country are hurting with them, and that we are all sick about what has happened to their town and their children... Even if they find out that their own children were not attacked, they all will more than likely know the famlilies of the kids that have been and will continue to be broken by this case.

Because of the nature of this case, I have been scouring the net looking for anything I could about how the town was doing... I don't think Jersey Girl would mind if I reported the same information here that she is posting at WebSleuth's site... and they are always dead on with their people there, it is one of the sites I trust the most!
Ok, I think Lewes Pediatrics is the same as Lewes Pediatrics and Adolescent Center. It used to be housed through Beebe Medical Center or Bayside Health but has expanded and is also now located in Milton DE. There are multiple doctors at that facility. I'm not sure if Bradley was still on the list or not. BayBees was his primary private practice. I believe he left Beebe to start his private practice, as so many doctors do. He would still, probably, have been associated with them...hence he used their facility & obviously was on call sometimes. His house is located in close proximity to the Beebe Med Ctr. I'm still looking into the "nurse license" info, but don't think any of it can be posted when I find it all b/c that person isn't named as an accomplice or perp...yet. I'm attempting to map the areas out right now. It seems like the state police found videos and data confirming the abuse took place in several rooms at BayBees, as well as his home...unless that's a misprint of what I read. If it's actual fact, was his home licensed to view patients in? I thought a licensed physician could only see patients in a licensed facility...or am I wrong? I'd never take my children to their doctors residence, however I'm friends with some doctors that I may call upon for favors sometimes when I may think my children need further examination or I may need a second opinion...these are close friends I'm referring to, not acquaintances. It appears that Beebe is ontop of things with scheduling open public meetings for the victims & their families, mostly comprising of parents of victims. They had a meeting last night with several advocate groups there to speak & answer questions, as well as 2 more meetings scheduled for next Tuesday & the Tuesday after. They're offering free psychiatric counselling as well as medical examinations. Please pray for these victims and for swift justice to be served. Lord knows they're going to need all the prayers they can get knowing some of their pics could be on the internet. My GOD in heaven! Why? Why do these things happen?

I've had children in the hospital where I haven't gotten every name of every physician who came in to check on my child on rounds. I had one child in a hospital in Portland (300 miles from home) for 7 months and I certainly wasn't there every second.
It worries me that some parents might not even know that Dr. Bradley saw their child. If you are a single parent or a parent from far away staying with a child in the hospital, you have to eat, take a shower, etc. Thank God for caring nurses and Ronald McDonald Houses. I have to agree, though, that it sounds as if the Beebe Medical Center is on top of things and the wagons are being circled around these victims and their families.
Thank goodness for all the help from the different Children's Advocacy Centers. I even read that if you've been impacted in any way (not a victim, but a community member), that there's help available. That seems very wise IMO. My guess is that this event is going to trigger a lot of PTSD for survivors.

As I have been looking all over the place for news that is not necessarily in the media's attention right now, and found some more comments on True Crime Report. I am going to quote a few of them without naming any nics or anything, so I can show you all some of what is going on out there in the Blogosphere about this case... This one is about the videos... how he kept up with technology...!
SEVERAL videos. They have only identified a portion of the number of victims. I think I read they still don't know for sure how at least 15 are. It should be so easy to verify with staff and medical recordings, date encoding on the videos, though. I really think some of the staff must have been complicit. You are going to tell me none of them knew about a room filled with video equipment? None of them ever said...um, doctor, couldn't we just keep the toys in the candy in the office and not in your creepy basement? The basement part of this is one of the more chilling aspects, that he was taking them to another location to commit these crimes. How could that be overlooked for even a month, let alone years. When the news reports they are going through VHS and REELS OF FILM, this guy has been doing this throughout his 25+ year career, constantly catching his systematic abuse up-to-date with technology. (CHILLING...Shudder...)

I found out over my Christmas dinner, that Dr. Bradley was arrested. I promptly threw up my dinner. He was my 2 1/2 year old son's pediatrician, for a year, while I was living in his area. I wish I had trusted my instincts; the guy always gave me the creeps. He came highly recommended and has won countless patients' choice awards and even my 8 yr old niece sang his praises. He had a really cool office, very kid friendly, complete with a movie theatre in the waiting room and ride on toys like one might see outside K-Mart, a ferris wheel out front and a bell tower my son liked to ring when we left. Framed pictures drawn by his own children adorn the walls. The staff were super friendly. He would often give toys to his patients at the end of an appointment, nice toys from the Disney store, not something he got in bulk at the Dollar Store, and he seemed to genuinely love all the kids. --too much, it seems. I want to be sick. My son never feared going to the Dr. before, but one time, against that little voice inside me, he asked if he could take my child outside to get a popsicle. He has all sorts of rides and things in the lot where his office is located and something told me not to let him go, but everyone always talked about how great this Dr is, including a family member who is also a medical professional. I let my son, then about 18 months, who is a very happy, sociable, boy who likes everyone, go with the monster. I waited, questioning myself in the waiting room, for what I think was 5 or 10 minutes, when I heard a knock at the window and saw Dr Bradley holding my son outside trying to get him to wave at me, as my son screamed, tears streaming, for his Mommy. Then they came inside and I figured it was just a separation anxiety and my son didn't know where I was. I question that now. After that appointment, I never let him alone with him for a second and my normally easy going, friendly child acted terrified when he saw the Dr. Again, I thought that maybe it was because we got multiple vaccinations the last visit or he remembered being afraid and separated from me. I don't think he was sexually molested. I do think he was harrassed in some way, however. I understand this man seemed to enjoy yelling, or otherwise terrorizing the little ones and then loving on them as a method of manipulating them for further abuse later. I am sickened. I feel actual visceral pain over this and I can't let it go. I believe my child was somehow terrorized, and I allowed it to happen. I am not a neglectful parent,quite the contrary. I had my son at the age of 37, after a series of miscarriages, and am often accused of being over-protective of him. He is my life, my love, my miracle, my whole world, and I willingly let him go in the arms of this monster and I am so angry with myself for having done so. Fortunately, I don't think my son remembers any of this, and his reaction after that incident saved him from future distress. He has no fear of Dr.'s now, and often quite chatty with his Dr's since then. He even toughed up all 4 of his flu-shots without a single tear or protest. I, on the other hand, am forever changed. Some posters here are questioning how a parent could leave their child alone with him. I am now asking myself the same question. Why did I not listen to my instincts? Don't judge the parent, judge the sick freak that did this. He came so highly recommended. I beg God to allow me to forgive myself and to stop the hate I feel toward this monster now. God forgive me.

I really hope the first call you make in the morning is to the police. They are looking for your help, please go to them. Don't be too hard on yourself, you had no way of suspecting anything, and once your radar was up, you tried to do what was best. I think the only consolation is to know that abusers like that can't possibly take advantage of every child in their care - they are looking for all the signs of the perfect opportunity. That's how he went so long without getting caught. Still, as horrifying as it might be, you should consult LE to make sure he isn't one of the victims on video. Just make your statement, provide them with his photo and let them add it to the case.
ONE LAST POST FROM THE PARENT... Heart breaking... I am mad, and then I cry, I get angry, I am livid again... I so with I could truly sympathize with these parents. Anyone who has kids can relate to the pain they must be going through. I think we should all read this mom's comments and hold our children a little tighter, ask more questions, and TRUST OUR INSTINCTS! She says she wants this to be put out there, that is why I am posting it here...
It's important for those not familiar with this pediatric practice to know how it was there, and how it was possible that a parent could allow their child to be taken by him. The place looks like a wonderland for kids. I know, you're thinking that's what all pedophiles do, but it really seemed a very happy place. My niece RAVED about how great Dr. Bradley is. The way the place worked, is after waiting in the movie theatre, ride-on toy waiting room, you then waited in an exam room, each decorated with different themes ie: Little Mermaid, Pinochio, etc. You child could even be seated on a big Flounder the fish to be examined if the reason for the exam allowed, like my son's recurrent ear infections. He made an effort to befriend the children (of course he did) and as a Tri-Care Military healthcare recipient accustomed to being shuffled in and out of "Whatever-Dr.-is-not-on-a-cigarette-break-will-see-you-now-clinics", this seemed so nice. He would often pick up the small children, after an exam, and carry them out in to the hall, with parents right there and watching and show them pictures on the wall or a bird outside -- seemingly normal stuff, and in plain view of the parents. I believed he was doing it to put the kids at ease when they come. He seemed so loving. That was his motive, but not for the reason he also led me to believe. He was winning my trust, too. So, yes, against my better judgement, I let him carry my son out to the garage where he kept popsicles. I'd grown so accustomed to him carrying him around every time we visited and I couldn't imagine he would do any harm, not with me right there in that back exam room, with a window toward the back yard & garage. Again, I don't think he did anything sexual to my son. I know every freckle, and dimple of his perfect little body, and I'm quite certain I would have noticed if he had in any way penetrated my son. My son was an early talker who talks all the time, so he would have told me SOMETHING if that sort of thing occured. There is no doubt in my mind, however, that the man inflicted some sort of emotional trauma on him and then tried to comfort him. I understand that's how he and many of the sickos establish the relationship, by exposing them to trauma and being the hero who rescues them. I don't know what he did, but I know that it pissed off my boy. Thankfully, my son's a grudge holder. He never forgave and would scream and cry whenever we went back after that. I figured it was just because of the shots. I guess now, it was another reason. Dr. Bradley never carried him around the office again. I'm going to the cops today.

Mystery in Bradley case: Why was he left alone with kids?
Pediatric guidelines call for presence of parent or chaperon at all times
If the allegations are true, how did the Lewes pediatrician manage to get so many of his young patients into a room alone, without the parent or caregiver who brought each child to Bradley's office?
The American Academy of Pediatrics has specific guidelines on the use of chaperones during physical examinations of pediatric patients, and most pediatricians and health care facilities insist that a parent or chaperon stay with a young patient from the start of the visit to its end.
And for most parents, leaving a young child alone -- even with a physician -- just doesn't seem natural.
When Dr. Louis E. Bartoshesky sees one of his pediatric patients, there's always someone else in the room.
"Suppose I'm with a baby and the mother says she has to take a call on her cell phone or go to the bathroom or something," said Bartoshesky, chairman of pediatrics at Christiana Care Health System.
In that event, Bartoshesky said, he would ask a nurse or other staffer to come in and act as a chaperon until the mother returned.
"That wouldn't be something we would plan on ... but we would find a third party to help out," he said.
Dr. Kevin Sheahan, chief of Nemours Pediatric, follows the pediatric academy guidelines, too, as do his colleagues at the institution.
"That is sort of a basic guideline," said Sheahan, who practices in Dover. "Pretty much the rule of common sense is what prevails."
According to police, Bradley, 56, allegedly took videos of himself assaulting girls ranging from 3 months to 13 years. The alleged assaults occurred in a basement and outbuilding at his Disney-themed BayBees Pediatrics office on Del. 1. Authorities have said he is suspected of molesting as many as 100 patients since 1998.
Bradley, who opened his practice in 1995, did have at least one nurse recently working with him, and some of his four grown children at times worked in the office, patients said. Police have not disclosed whether a nurse or other staff member joined him during examinations.
I THINK UNTIL THIS QUESTION IS ANSWERED IT IS HARD FOR ANYONE TO MOVE FORWARD TO EVEN CONSIDER OTHER SCENARIOS! LEWES -- As parents drop their children off at school and wave them farewell at the bus stop Monday morning, local teachers and staff also will be getting prepared to help any of the several thousand students who may need to talk in the aftermath of the child sex assault scandal that has emerged over the last few weeks.
Like many others across the state, the district returns from winter break Monday. But children and parents in Cape Henlopen are under a cloud that has shocked and horrified many, putting parents on the verge of tears as child sex charges have mounted against Lewes pediatrician Earl Bradley.
Odds are that many of Bradley's victims -- which may number as many as 100 -- are Cape students, simply judging from the location of his BayBees Pediatrics practice on Del. 1, said school board President Camilla Conlon.
"It's a very scary time, if everything they say is true," Conlon said. "We are well aware that they are going to be our students."
Bradley has been charged with raping nine children, all young female patients, at his practice since April. Prosecutors have said he might have abused as many as 100 since 1998.
Cape Henlopen has about 4,500 students throughout the district, including the Lewes, Rehoboth Beach and Milton areas.
Conlon said the community is in shock, but the impact on students is hard to assess, because many of the details about the case came out during snow days and while students were on break.
"We are well geared-up" with counselors, psychologists, wellness centers, school nurses and social workers all standing by at the alert, Conlon said.
Parents also will have the opportunity to speak with school staff, she said.
"Folks have been dealing with this in their homes and families for two weeks," she said.
Investigators still are setting up interviews with Bradley's former patients and viewing recordings of the attacks to determine just how many victims are out there.
In the wake of parents' complaints about delays in getting back to them, state police this week increased the capacity of a voice mailbox and launched a Web site with information about the case for worried parents.
Conlon said the uncertainty of the investigation's outcome adds to the complicated situation.
"If we knew exactly who it was and what it was, it would be one thing," she said. "This is going to be a little bit different of a dynamic."
This case sickens me to no end. We have noticed we have had a couple members join who have ties to this case, but understandedly are not ready to share their own hurtful stories yet. Fifty-six-year-old Dr. Earl B. Bradley was charged
last month with raping nine girls, and prosecutors have said there may
be as many as 100 victims. According to investigators, the victims
ranged in age from between 3-months and 13-years-old.
Milford police said the mother of a 3-year-old girl contacted police
in March 2005 after the girl said she did not want to go to the
doctor's office "because he kissed her too much." According toolice, Bradley, who had an office in Milford at the time, denied any
wrongdoing
Police said detectives conducted interviews with office staff,
previous office staff and searched personnel files at Beebe Medical
Center. According to police, detectives contacted the Delaware Attorney
General's Office in hopes of making an arrest in the case. Police said
that the General's Office made a decision not to prosecute the case.
Police also noted that contacts were also made with the victim's
parents to file complaints against Bradley with the Board of
Professional Regulations. Police said they do not know if the complaint
was made or not.
Current Attorney General Beau Biden, who took office in 2007, said
there was a thorough review of the case, but confirmed that prosecutors
decided there was not enough evidence.
The Associated Press could not reach Bradley's attorney for comment.

Of the eight alleged victims described in the Dec. 15 affidavit, police have only charged Bradley with raping one of them. Of the other rapes for which he has been charged, police said evidence of those attacks was discovered on videos kept on a computer "thumb" drive that was seized from Bradley's office the day he was arrested.
Police and prosecutors have said more charges could be filed against Bradley, perhaps when an indictment is sought.
The News Journal obtained Elliott's affidavit after battling with the office of Superior Court Judge E. Scott Bradley, who signed the warrant. Judge Bradley is not related to Dr. Bradley.
Early Wednesday, after a reporter requested the documents that by law are public, Bradley's office would not release them. A reporter told an aide to President Judge James T. Vaughn Jr. about the denial. The aide intervened and later Bradley's office released the 18 pages.
In the probable-cause affidavit used to persuade the judge to permit a search of Bradley's Disney-themed office at 18259 Coastal Highway, Detective Elliott spent several pages detailing the accounts by the eight alleged victims and/or their parents, and of Bradley's former co-workers.
The accounts released Wednesday are not as graphic as the alleged acts of intercourse and oral sex Bradley filmed on tapes seized by police early on Dec. 16 after the search warrant request was approved.
The new documents, however, describe several bizarre vaginal examinations of young girls, some who saw the doctor only for non-gynecological ailments. The clinical exams were followed by the bestowing of gifts, kisses and hugs.

The detective wrote that several pediatricians consulted by police "have confirmed that is not the general practice to look at the genital area of young girls, however, it can be appropriate.
"But if a vaginal exam is done it is brief, entailing just pulling down the child's underpants to do a quick visual inspection ... and make sure everything is OK. A physical examination involving touching or penetration is not medically necessary."

mother, who stopped taking her daughter to Bradley after that exam,
told police that never happened before or afterward with any other
pediatrician.

In another case cited by Elliott, a 12-year-old girl went to Bradley for a sore throat and pink eye but he never took a throat culture and never took her temperature or involved a nurse. Instead the girl was a given a vaginal exam, Elliott wrote.
According to Elliott, the mother was present but felt sick to her stomach when she left the office and on the way home, the girl told her mother she felt "dirty" and cried.
The girl said Bradley had penetrated her with his fingers and that afterward, he sat beside her and rubbed her leg with his hand.
Later, Elliott wrote, Bradley gave the girl a toy appropriate for a 3-year-old and told her he was going to put on a show for children and give out free ice cream.
The girl's mother contacted Bradley the next day to find out why he conducted a vaginal exam.

One fellow pediatrician "indicated he referred to Dr. Bradley as a pedophile when talking to colleagues," state police Detective Thomas Elliott wrote in a probable-cause affidavit used to search Bradley's BayBees Pediatrics office near Lewes Dec. 16 -- the day of his arrest.
No
arrest was made, Milford police said, because then-Attorney General M.
Jane Brady's office decided they could not win the case.
The
police affidavit released Wednesday made clear that, although Bradley
was not arrested until last month, police had spoken at length to
several alleged victims and their parents over the last several years.
Police
and prosecutors have said that before Bradley was arrested, they
vigorously pursued complaints against him. Attorney General Beau Biden
would not agree to be interviewed Wednesday, but in a written statement
said that in hopes of arresting Bradley more than a year ago,
investigators sought a search warrant for Bradley's office in December
2008.
Biden wrote to The News Journal that a judge denied
the request, and "determined there was not sufficient probable cause to
move forward." Biden did not elaborate or identify the judge.
Biden also wrote that previous investigative steps, coupled with new
reports that surfaced late in 2009, "together built probable cause to
support his arrest" and the issuance of search warrants in December.
Though
it is now evident that several doctors, police officers and prosecutors
knew about Bradley's alleged crimes for a period of years, the Delaware
Board of Medical Practice has said it never received a complaint about
the pediatrician who has been practicing in Delaware since 1994 after
working for about a decade in Philadelphia.
The delay in charging Bradley with any crimes or taking action against his license, which was suspended Dec. 30, has infuriated the mother of one alleged victim who said her own complaint was documented in Elliott's affidavit. The woman, a 48-year-old teacher from Lewes, told The News Journal that she has been trying since at least 2005 to get police to arrest Bradley for abusing her 7-year-old daughter in 1999.
"I think it's a disgrace how the system worked and how it has harmed all of these other children," said the woman, who the newspaper is not naming because of its policy against identifying rape victims. "Those other children would not have been violated if they had acted on previous reports."
Bradley now faces 29 criminal counts relating to the alleged rapes of nine girls ranging in age from 3 months to 13 years -- all offenses that authorities say were committed since August. Prosecutors, who with police are combing through records and videotapes Bradley took of his alleged crimes, have said there could be as many as 100 child victims.
In some tapes, police have said in previously released court documents, he filmed himself having intercourse and oral sex with toddlers in exam rooms, a basement toy room and an outbuilding at his office near Lewes, sometimes yelling out orders with a "violently enraged" expression on his face. In some of the videos, police have said, Bradley held toddlers upside-down by their ankles while he abused them.

by Bradley's former colleagues also pointed to the possibility that
Bradley was sexually abusing children, Elliott wrote.

has referred to Bradley as a pedophile when talking to colleagues."
Three
of that doctor's patients used to see Bradley, he told Elliott, and
"all had similar stories to tell about Dr. Bradley conducting long
vaginal exams."
Another doctor said several former Bradley
patients had transferred to his own office and complained that
Bradley's exams entailed "forcing children to get undressed when they
didn't want to or taking children away from their parent for several
minutes."
A third doctor told police he saw Bradley
carrying children around if they cried, and watched him "hold and kiss
children on the cheek."
In addition, a former employee
told police in December 2008 that Bradley told her he installed
surveillance cameras in various locations in the office, and could
access the cameras from his home computer.
While police
are reviewing videotapes and records from his office, and fielding
dozens of complaints from anxious parents who wonder if their children
were abused, the Lewes woman who believes her daughter was abused in
1999 said she expects Bradley to be charged for it in the future.
But the woman said the girl, now 17, carries emotional scars.
"What she remembers is screaming and that something happened," the mother said. "She doesn't trust doctors."

The Delaware pediatrician who prosecutors say may have molested more than 100 patients showed a pattern of inappropriate touching that led to multiple complaints from patients and co-workers, according to court documents released this week.
But the police were unable to get enough evidence to charge him, the documents indicate.
Starting in 2005, police investigators received complaints about the pediatrician, Dr. Earl B. Bradley, of Lewes, Del., from eight patients accusing him of abuse as far back as 1999. At least one complaint was sent to a state medical group, but no action was taken to suspend Bradley's license and he was not charged, according to the documents.
Bradley, 56, was charged in December with 32 criminal counts relating to the rapes of at least seven girls, ages 3 months to 13 years. At the time, the authorities said they had received multiple complaints about the doctor roughly a year ago.
But the new documents, which include the accounts of three doctors and a nurse, indicate that concerns were raised far earlier.
In the spring of 2005, the Milford police tried to charge Bradley with offensive touching after a 3-year-old patient told her parents about his kissing her too much in at least one office visit.
No arrest was made, the Milford police said, because officials in the office of then-Attorney General M. Jane Brady decided they could not win the case, according to the documents, which were first obtained by The News Journal of Wilmington, Del.
A former office manager for Bradley told investigators in April 2005 that she filed a complaint earlier that year with the Medical Society of Delaware, which is a professional organization that does not license doctors. But officials at the society, as well as at the Delaware Board of Medical Practice, which grants doctors' licenses, said they never received any complaints from patients or alerts from the police about Bradley.
State law requires medical professionals to report anyone suspected of engaging in unprofessional behavior.
Attorney General Joseph R. Biden III, who took office in 2007, said Thursday that he had asked the state solicitor to investigate whether anyone failed to fulfill their legal obligation to report accusations of wrongdoing. Biden added that a preliminary review of records seemed to indicate that the prosecutor who handled the 2005 case recommended that the complaints be forwarded to state medical authorities.
In March 2005, a pediatrician who used to work with the doctor told investigators that he regularly referred to Bradley as a pedophile when talking about him with colleagues.
Another pediatrician who used to work at the practice described Bradley's habit of taking digital images of his patients and storing them on his computer. The doctor added that after he left Bradley's practice, many of Bradley's former patients transferred to him, complaining about Bradley's "forcing children to get undressed when they didn't want to or taking their children away from their parents for several minutes."
